Background

The U.S. Department of Energy Alumni Network seeks to foster a collaborative community that champions a transformational science and technology agenda for the United States by facilitating non-partisan policy engagement, preserving and sharing institutional knowledge, and supporting career development and networking opportunities for its members. The Network, which is housed within the Environmental Protection Network, seeks to:

  • Foster an Alumni Community: Grow a strong and connected alumni community, foster career growth and professional development, and maximize the impact of the community.  
  • Support DOE’s Mission Space:  Support priorities, programs, and people within the DOE mission space and provide guidance on DOE capabilities, rules, and processes to affiliated stakeholders.
  • Envision the Future of DOE: Play a central role in the ideation and actualization of the modernization of the Department. 
 

About the position

The U.S. DOE Alumni Network is looking for a part-time consultant to lead our efforts to track and analyze U.S. Department of Energy spending, appropriations, and authorizations and assist the Network in its efforts to identify innovation funding needs and gaps.   

This consultant will work closely with Network’s Policy Strategy Lead Paul Donohoo-Vallett, the Future of DOE Initiative Lead, and other members of the Network’s policy team. This is a position for a person with deep understanding of DOE appropriations, a strong analytic skillset, and experience leading groups to identify innovation and funding priorities.  

The DOE Funding Analysis Program Lead will work closely with the Executive Director, other senior staff, working group leads, and Advisory Board to integrate this body of work into the broader strategic direction of the Network.   

This position will be remote, and occasional travel to organizational meetings may be required. 

 

Position Description

  1. Stand up a team of alumni volunteers to track and analyze DOE appropriations and spending and lead associated analysis and publication efforts 
    1. Establish volunteer-based working group of alumni focused on DOE appropriations and funding 
    2. Establish priorities for appropriations tracking, congressional technical assistance, analysis, and publication 
    3. Establish priorities and processes for tracking, analyzing, and reporting on patterns of spending at DOE 
    4. Lead efforts to develop relevant publications associated with this body of work. 
  2. In conjunction with the Network’s policy team, stand up an effort to identify  energy innovation and funding needs
    1. Help establish a strategy for working with alumni and stakeholders to identify energy innovation and associated funding and authorization needs for FY28 and beyond. 
  3. Build partnerships with affiliated groups and key stakeholders
    1. Work to map and build relationships with other entities doing work in these areas and develop a plan for coordination and collaboration 
    2. Build relationships with the broader energy innovation stakeholder community and develop processes for input into Network efforts.
  4. Serve on DOE Alumni Network Leadership team
    1. Engage in regular leadership meetings
    2. Work closely with leadership to integrate efforts into larger strategic direction and work of the Network 
  5. Other duties as assigned
 

Qualifications and desired attributes:

  • Must have worked at the Department of Energy (either fellow, contractor, or federal employee) for at least two years, with additional experience preferred
  • At least 2 years of experience engaging with federal appropriations policy and funding implementation
  • Deep analysis experience, with a preference for experience in publication of analysis 
  • Deep familiarity with federal energy policy and the domestic energy landscape
  • Enjoys working on teams and collaborating on the development and execution of analysis and products  
  • Flexible and willing to address new requests and tasks, as they arise
  • Ideal candidate will already be engaged with the DOE Alumni Network, demonstrating commitment to its efforts and familiarity with its work 

Compensation: We are aiming to secure a contractor for a $7,000 monthly scope of work.
